Treadstone 71 Structured Analytic Tool

# Adaptive Threat Calibration and Risk Indexing (ATCRI)

**ATCRI** is a structured analytic technique for ranking competing threats, recalibrating priorities as intelligence changes, and turning uncertainty into defensible executive action.

This rebuilt version restores the missing goals, objectives, explanatory content, and formal report structure while keeping the interface readable, contrast-safe, and Joomla/YOOtheme ready.

## What this tool is, why it matters, and the value it provides immediately

### What this tool is

An ATCRI decision engine that ranks threats by weighted priority, compares baseline and scenario-driven movement, and produces a formal executive report for decision support.

### Why it matters

Threat queues fail when teams rely on intuition, static scoring, or alert volume. ATCRI imposes structure, making it clear which threat deserves attention first and why.

### Immediate value

It gives leadership a defensible ranking, confidence-aware prioritization, and a scenario-based view of how the threat picture changes when one risk increases or contracts.

**Executive implication:** The value is not just a score. The value is a formal decision record that aligns scarce analyst time, mitigation effort, and executive attention with the live threat picture.

  ## Goals and objectives

### Goals

1. Rank competing threats in a clear and repeatable manner.
2. Recalibrate priorities when intelligence changes.
3. Support formal decision-making with a defensible report.
4. Expose where leadership should focus first, second, and third.

### Objectives

1. Define threat factors using likelihood, severity, and strategic impact.
2. Assess confidence using data quality, source reliability, and intelligence age.
3. Stress-test one selected threat under escalation and contraction scenarios.
4. Translate output into executive implications and recommended action.

  ## How to use, input definitions, and output meaning

### How to use

1. Add one or more threats.
2. Run the baseline to calculate Weight, ARI, and Confidence.
3. Select one existing threat for scenario testing.
4. Run Scenario A for escalation or Scenario B for contraction.
5. Review delta movement and export the formal report.

### Input definitions

- **Likelihood:** probability the threat will occur.
- **Severity:** immediate damage if it occurs.
- **Strategic Impact:** how far effects travel beyond the initial event.
- **Data Quality / Source Reliability / Intelligence Age:** confidence modifiers.

### Output meaning

- **Raw Risk:** the unweighted baseline danger value.
- **Weight:** each threat’s relative share of the current threat set.
- **ARI:** Adjusted Risk Index used for ranking and staffing focus.
- **Confidence:** strength of the supporting intelligence.

  ## Threat input and baseline setup

Ready. Add a threat first. Baseline, scenarios, and report actions are disabled until there is something to analyze.

Threat Name

Use a unique threat name. This becomes the scenario target label, report label, and ranking label.

Choose Existing Threat to Stress-Test

This dropdown is auto-filled after threats are added. The first threat will also be auto-selected.

**Current scenario target:** None selected

Scenario Note (optional)

Use this to document why the scenario is being run.

Likelihood (1-10)

Higher means more likely within the planning horizon.

Severity (1-10)

Higher means more immediate harm if the threat manifests.

Strategic Impact (1-10)

Higher means broader consequences for mission, leadership, or enterprise posture.

Data Quality (1-5)

Higher means the underlying evidence is stronger and cleaner.

Source Reliability (1-5)

Higher means the source base is more trustworthy.

Intelligence Age (days)

Lower is better. Older intelligence reduces confidence.

 | Threat | L | S | Impact | Data | Source | Age | Raw Risk | Weight | ARI | Confidence | Remove |
|---|---|---|---|---|---|---|---|---|---|---|---|
| No threats added yet. |

  ## Baseline, scenario testing, and delta analysis

**Scenario logic:** Scenario A increases the selected threat by 50 percent. Scenario B reduces the selected threat by 40 percent. The baseline remains the reference point for comparison and report generation.

### Ranked output

Run the baseline to see the ranked threat picture.

### Scenario overview

Run the baseline to generate the current assessment summary.

### ARI comparison chart

Baseline and scenario ARI values across the full threat set.

### Top threat trend line

The leading ARI over successive baseline and scenario runs.

### Confidence distribution

Confidence scores for each threat based on data quality, source reliability, and intelligence freshness.

### Delta movement graph

Positive and negative ARI movement against the baseline.

### Delta analysis

Run Scenario A or Scenario B after the baseline to compare rank movement and ARI change.

  ## Formal decision report

Run the baseline to generate the formal report. The report footer includes author, organization, threat issue, timestamp, and copyright.
